Staff Management, Inc. was founded by John and Fran Morrissey in 1983 to provide Human Resources Consulting and Outsourcing Services to small and mid-size businesses. For thirty years we have developed best practices and a team of specialists to work with our Clients. Our staff of HR and Business Professionals service companies and not-for-profits of all sizes and industries. We customize our services to meet the needs of each Client. As Trusted Advisors, we help companies improve their business performance and achieve their business goals. John J. Morrissey, CPA
Principal, The Morrissey Family Businesses
John J. Morrissey is the President of Staff Management, Inc. and Market Dimensions, Inc. He is responsible for a variety of administrative, marketing and client service initiatives. John is a Certified Public Accountant with significant financial and executive management experience. He joined The Morrissey Family Businesses in 1998 after more than six years as an executive with Gateway 2000, a leading marketer and manufacturer of personal computers. While with Gateway, John served as Treasurer and Director of Accounting & Finance. Following an international assignment in 1995-96, where he served as Managing Director of Gateway Australia, John also held the positions of Director of Strategic Planning for the company and Director of Sales Operations in its Major Accounts Division.
John began his professional career in 1985 in public accounting with Coopers & Lybrand (now PricewaterhouseCoopers). He worked with that firm for seven years in Omaha and New York City.
John is an honors graduate of Creighton University (B.S.B.A., Accounting) and a member of the AICPA and Nebraska Society of CPAs. Active in the Rockford community, John currently serves on several boards and committees. He currently chairs the Rockford Memorial Development Foundation and the Holy Family pastoral council, and is an active board member for Northwest Bank, and Light of the World Evangelical Ministries. He has previously served the Community Foundation of Northern Illinois, the Easter Seals for Children’s Development Center and the Diocese of Rockford as well as NAPEO and the Employer Services Assurance Corporation.
Fran Morrissey, SPHR
Principal, The Morrissey Family Businesses
Fran Morrissey is the Chief Executive Officer of Staff Management, Inc. a Human Resource Management and Consulting firm. Fran’s main focus is in the human resource and professional employer fields. In addition, her background includes experience in accounting, taxation and small business consulting.
Fran is a Board Member and Past Chair of the Swedish American Hospital Board and System. She is a Board Member of RAEDC (Rockford Area Economic Development Center) and a member of several other local committees and organizations. Nationally, Fran is a Governor of Legatus and Past Chair of NAPEO (National Association of Professional Employer Organizations). Fran has received several local and regional awards as a woman business owner.
Samuel J. Castree, Jr.
Senior Vice President & General Counsel

Samuel J. Castree, Jr. is part of the executive team at The Morrissey Family Businesses and is also Senior Vice President and General Counsel for Staff Management, Inc. Sam joined Staff Management in 1995 and oversees the firm’s human resource management outsourcing services and a wide range of employment compliance activities. His many years of experience in human resource management and employment law provide the firm’s clients with exceptional solutions to their human resource issues.
He is a frequent speaker on human resource and employment law topics, having spoken before Congressman Don Manzullo’s 21st Century Leader’s Conference, Illinois Municipal League Annual Conference, Annual Illinois Statewide Payroll Conference, Catholic Diocese of Rockford Annual Fiscal Management Conference, Lorman Education Services, Employers' Association of Illinois, the National Business Institute, Sterling Education Services, Rockford Area Society for Human Resource Management, Rock River Human Resource Professional Association, as well as numerous in-house and company sponsored seminars and training sessions.
Prior to joining Staff Management, Sam was in the private practice of law and counseled management on a full range of labor and employment law issues and policies. Castree also represented employers in State and Federal courts, in labor-management arbitration and before administrative agencies such as the National Labor Relations Board, Equal Employment Opportunity Commission, Occupational Safety and Health Administration, Illinois Human Rights Commission and Illinois Department of Human Rights.
Sam is a graduate of the University of Illinois (BA Economics, Phi Beta Kappa; MA Labor and Industrial Relations; and JD). He is admitted to practice law in Illinois and the Federal District Court for the Northern District of Illinois.
His professional appointments and affiliations include the Personnel Appeals Board for the City of Rockford, Illinois, Secretary to the Board of Fire and Police Commissioners for the City of Rockford, Illinois, the American Bar Association (Labor and Employment Law Section), Illinois State Bar Association, National Association of Professional Employer Organizations, and Winnebago County Bar Association
Sam is an active local volunteer, having served on numerous charitable and civic organizations. He currently serves as President of Discovery Center Museum and President of the Rock Run Soccer Club.
Michelle Conti, SPHR
Vice President of Human Resources

Michelle Conti, SPHR is the Vice President of Human Resources for Staff Management, Inc. and The Morrissey Family Businesses. Michelle joined Staff Management in 1998.
Michelle holds a B.S. in Human Development and Family Studies from the University of Illinois and an M.S. Ed. in Emotional/Maladjusted Behaviors from Northern Illinois University. Michelle received her Senior Professional in Human Resource (SPHR) certification in December of 2006.
Michelle stays active in the Human Resources field, having served on the board of the Rockford Area SHRM and held the position of Treasurer.
Aside from her professional affiliations, Michelle has served as Treasurer and VP of Membership with Junior League of Rockford.
